Management Strategy for 3 Regional Water Utilities in South West Kosovo, KfW financed, 2006 – 2007

In March 2005 UNMIK, the Kosovo Trust Agency (KTA) and KfW concluded a Financing Agreement for the KfW “Water Supply and Waste Water Program South-West Kosovo VI”. The Program includes Investment Measures, e.g. procurement, priority rehabilitation of urban water supply systems and consulting services in the area of South-West Kosovo for regional water enterprises in Prizren, Gjakova, and Peja, as well as various Accompanying Measures (AM), e.g. consultancy services to KTA, incorporation of the regional water enterprises and the New Management Contract for Hidrosistemi Radoniqi, Gjakova. The development of a long-term strategy for the water & wastewater sector respectively management of the three water utilities in South-West Kosovo represents a part of the Accompanying Measures.

The overall programme objective is that all participating regional water companies are able to offer reliable and sustainable water supply and wastewater disposal services at an adequate price. The aim of the AM related to the long-term strategy is to present to KTA as the entrusted shareholder of all water entities, to the Ministry of Environment and Spatial Planning (MESP) as responsible Authority for the water sector policy and to the donors a tool for further development and investment on the basis of a feasible concept.

The services included:

• Reviewing existing documents and programmes of UNMIK and KTA regarding long-term policy and projects.
• Collecting and assessing all relevant legal, technical, operational, financial, administrative, and institutional data from the three Regional Water Companies and water sector related institutions in South West-Kosovo about the water and wastewater sector.
• Presenting (workshops) the key findings, main results and professional recommendations and scenarios on the identified and recommended long-term management strategy for the Regional Water Companies/Corporations to the main stakeholders for discussion, comments and agreement on the long-term management strategy with all relevant stakeholders.
• Providing the final report including the opinion of the key institutions.
• Preparing Terms of Reference for the long-term strategy implementation consultant.
