The plant was constructed under the responsibility and contract of the municipality of Windhoek.

| Namibia suffers under water shortage; about 30 % of the drinking water supply of the City of Windhoek is gained from recycling of sewage water. Berlinwasser International, together with Veolia and VA Tech WABAG, formed the Operation and Maintenance company WINGOC (Windhoek Goreangab Operating Company) for the operation of the Plant. Every Company has 33,3 % of the shares of Wingoc Ltd. The plant is recycling drinking water from wastewater and mixes it with treated surface water out of the Goreangab water reservoir. The fee is based on a fixed and a volumetric fee, depending on the daily supply in the municipal water network, and is paid directly by the municipality. |
