Water Supply Priority Measures, China

As an experienced international operator, BWI provides advice and solutions based on practical experience, expert knowledge of advanced technology and a systematic approach to addressing strategic issues concerning security of water supply. Wuhu Water Company (WuHY) and Wujiang Water Company (WHY) are faced with issues that need the support of a qualified international partner in order to develop sustainable solutions.

These issues include:

  • Rapid growth in demand (currently serving approx. 2 million people with a water production rate of 850,000 m³/d)
  • Need to reduce operating costs, particularly energy
  • Increasing pollution of vital raw water sources
  • An old distribution network
  • High non-revenue water levels
  • Need to improve process and quality control
  • Limited exploitation information technology


Task 1
Energy Management – Assessment of energy use (pump and system operation), Developed and implemented an energy saving programme
Task 2
Water treatment process optimization, assessed process control at existing treatment facilities and developed a detailed process optimization programme to increase treated water quality and available treatment capacity
 Task 3
_ NRW Reduction, provided advice for the improvement of the current level of losses due to leakage
_ NRW is about 38 % in Wuhu, the project provided a reduction of 15% in one years period in NRW
_ NRW is about 34 % in Wujiang, the project provided a reduction of 10% in one year in NRW
_ Reviewed available network documentation and defined requirements for further data collection
_ Set up a pilot area in Qing Shui district (Wuhu) with approx. 7000 house connections and an average monthly billing of 80,000 m³
_ Set up a pilot area in Pingwang district (Wujiang) with approx. 2900 house connections and an average monthly billing of 20,000 m³.
_ Developed a strategic plan for the reduction of real and apparent water losses
_ Assisted in sectioning the Pilot Area in sub-areas
_ Identified key meter installations for leakage control
_ Executed a leak detection survey in pilot area
_ Intensive theoretical and practical training programme for the leak detection staff of WuHY and WHY
Task 4
Technical Assistance to the Senior Management of WuHY and WHY:
Network Asset Plans; Network Management Zones, Identification of Housing Complexes, Evaluation of Investment Proposals and Design and Planning Documents, Introduction of a Central Customer Contact Center, Introduction of Computerised Water Quality Data Procedures, Development of a Technical Asset Management System for Water Treatment Plants.
Task 5
To set up water quality improvement programme following has been conducted: Assessment of legal requirement, Inventory of business sampling and analysis procedures in the Water treatment plants and laboratories, Development of proposals for adjustment of the sampling and analysis programme in terms of: analyzed parameters, sampling points, sampling frequencies, analysis methods; Recommendation for improving the business procedures and water quality data handling procedures, Development of the requirements for the introduction of a Laboratory Information Management System.
